Even acknowledging that the $28 late fee was appropriate since it was due in February and I paid today (though the $5 "on-line" transaction fee is a crock of shit), $148.75 seems excessive to keep an inactive bar membership going. I think my regular active Texas dues are less than that. If I didn't like California so much and if reciprocity existed at any level, I'd seriously consider letting it lapse.
