The total number of people who are of legal voting age in Milwaukee in 2004: 423,811

Total votes cast in 2000 fall election: 245,670

Total votes cast in 2002 fall election: 141,351 (pre-registration of 335,889)

So tell me - with a straight face if you can - why the city would need 514,189 more ballots than there are voting-age citizens?

2000 election -- the county printed about 1.3 million ballots for the city.
2004 -- city asks for much less than that -- 938k.
2004 -- County decides to cut that lower, requested amount by another 300k. Why the fuck would they do that?

Something's going on that these articles aren't telling us.

Yes, I am certain there is a genetic component. It isn't simple mendelian genetics and environment can influence the probability that the genetic propensity will be expressed.
