I heart Scalia, but for those very reasons - his strict, principled approach (which don't always always lead to results I would want but which are pretty unassailable as a theoretical matter), he would not be the right choice for CJ. What's his rep wth the other justices?

To what end? He's secure in his position and the justice most intellectually respected (whether loved or hated). It's not like he gets an extra vote as CJ. Apparently Mississippi is very happy with the level of support and cooperation it received from the feds. It sounds to me like this was a local problem (either local state/city officials or those federal officials responsible for NO).

I don' t recall precisely for previous disasters, but I believe this is a pretty typical staging of things: disaster, shock of world, offer of help by other nations, take care of immediate needs, acceptance of help.
