Waht more do you need to know. The buses existed, over 250 of them, enough to ferry 16,000 people per run. I have posted pictures of them and they have been on respectable news sites.
there was an emergency plan in place calling for the use of the buses to evacuate the poor and those otherwise unable to leave of their own mode of transport. I have put up a cite to the plan.
the school board of the Orleans Parish also discussed the use of the buses for this very purpose in June of this year. I put up a cite to the cached minutes of the meeting, which show that the School Board had discussed the issue with the city.
Bush called Blanco and asked for a mandatory evacuation order 2 days before the hurricane hit.
Nagin failed to call for a mandatory evacuation and failed to use the buses. He also failed to move the buses to higher ground allowing them to be destroyed.
in his initial profanity laced tirade he called for the provision of 500 buses.
WTF more do you need to know. there wasn't just a lapse here, there was major negligence.
You want the poor, dead and downtrodden now to rise up and complain about where were the buses? Should they blog about it? Woudl that be sufficient? You are either being purposefully diffilcult or terminally dense.
If Bush had been in charge of the buses you would be howling. Instead you just move the thrid responder up to being the one primarily responsible for damage that the first two responders negligently let occur.
