Bush couldn't call an evacuation. Nagin was managing the logistics on the ground and was the best person for the job. Plus the 2000 plan didn't call for planes, it called for buses.

He had no power to get people to the planes, assuming what you are saying is true. Plus it would have contradicted the plan of the State of Louisiana regarding evacuation and Blanco was not interested in having the Feds supersede her authority; but keep defending Nagin, it just guarantees our continued rule.
