Black Sabbath is a no brainer and should have been in years ago. Grandmaster Flash will get there as will Skynyrd at some point. U2 is an absolute lock. Van Halen, probably but not totally sure. Dick Dale will make it as well. Mellencamp? Maybe but debatable whether he should.
Pretenders are critically loved and will make it, based on recent inductions of Steely Dan, Jackson Browne, Tom Petty etc.
No Rush? Sebby will be distraught...
I do think some of the 70's prog rock and metal gets short shrift, though as it is not in vogue critically and never really was. Is Pink Floyd in? I don't think so. Also pre-Peter Gabriel leaving Genesis deserves consideration.

No, not an official nominees list. It was lifted from a convo in another forum where we were talknig about who might be eligible this year and who might have been passed over in previous years but are looking like stronger candidates now (e.g. Sabbath).
I think we were all Rush haters and it didn't occur to us that they should be on the list. Please add to it if you think someone should be on it.
