Of course, that assumes that a government sponsored entity can and should sell lottery tickets in good faith as a general matter.

There's a law in Virginia that bans advertising the lottery with a "main purpose" to "induce people to play" (or something). So, instead, the ads have to be educational, as in: The Virginia lottery now offers a great game with huge prizes, and we thought you should know that, as a citizen, and a person who might want to know that kind of thing.

I still haven't figured out what exactly the difference is. Perhaps that's because the sole purpose of advertising is to induce a purchase.
