Right 'cuz if Christiane Amanpour said Bush said something, then of course he said it. That wasn't even a Bush quote. That was her take on what she says he said.
But I wasn't asking about Bush anyway (or Christiane Amanpour). I was asking what Clinton did.
FYI - Reagan brought democracy to Russia.
