I get that, but it's separate from the issue of whether the waiver of past-due support obligations is enforceable when offered in consideration of termination of parental rights. He can voluntarily give up parental rights to allow the child to be adopted, but he can't get a waiver of his past-due obligations to the child in return, unless we're talking about a state with a fucked-up idea that child support is a right inuring to the custodial parent's benefit.
