Here is what my cycling-expert friend had to say about that:
The gentlemen’s rule applies primarily to the leader of the race. At the time Lance fell last year (i) he was wearing the yellow jersey, (ii) he was also a four time winner of the Tour at the time (this garners much respect) and (iii) they were in the later stages of the race. As this is an early stage, it tends to be more of a free for all.
