Eh. I agree that a nationwide terror threat index is useless if you live in a target-rich environment like NYC or DC or a place that's hosting a special event. But I think it's more generally useless than that.
I was going to say I stopped looking at the kooky-kolor-koordinated bullshit, but I never really started. I get enough useless information about potential attacks on the subways, ferrys, ballparks and every other landmark on a weekly basis. This is not to say I don't expect an attack - I am surprised there haven't been more given how easy it would be to walk into any train station at rush hour with a hockey bag full of semtex. I just figure I won't be able to do much about it when it happens.
The "terror alert" system serves one purpose - to keep the general population terrorized. It's been a smashing success in that sense.
