You alternatively believe the WH realizes the Paki's could catch them in the next few weeks, but won't unless we give them motivation. So Bush says "by late July" either because of the Dem Convention, or because he needs a fake deadline to get these guys to move. That's okay isn't it, because we otherwise wouldn't catch them.

The story is entirely credible (i.e. increased pressure for results pre-election) -- as Slave noted. I don't view it as particularly horrifying or surprising.
However, to the extent that one is inclined to disbelieve a story that some might think makes the Admin. look bad, there is no particular reason to believe anonymous sources in the Pakistani ISI. There have been purges, but lots of those guys probably still would prefer to be on the other side, if they could be.
