It's noble of you to continue to defend the White House on this one, but Tenet has already said that the 16 words shouldn't have been in the speech. You also seem to be missing that the CIA suggested referring to "Africa" instead of "Niger."
And in a dispute over who got facts right between Safire and just about anyone else, I'm taking just about anyone else. Safire has been coasting for a while, and he's figured out that it's easier just to phrase things in a way that keep him from getting busted for his asides.
