I believe other African sources were still viable leads before the Cincinnati speech but failed to pan out by the time the State of the Unon rolled around. I'm not finding confirmation where I thought it would be, though, so perhaps I'm misremembering this.
Tenet already said that the 16 words shouldn't have been in the speech and that he simply failed to read the speech. Why is this so hard?
