Hank, this is one of the reasons that they trotted out
Dole with a (left handed) axe to take swings at the Kerry candidacy.
Not that (say) Cheney or someone else couldn't have tried, but you need someone with a slightly better history on the subject matter to take the swings. Maybe you can send out an RFP for this kind of work.
