I agree that Arnold's a rockstar. I was convinced that the guy would be a complete lightweight, and I've actually been impressed with him so far, that he's avoided the apparent wackiness of other celebrity public officials like Ventura (Bilmore, correct me if I'm wrong there.)
His call out to immigrants was effective, but I don't know if it's genius. It's his main story -- what did you think he was going to talk about?

Speaking of, if you wanted to see the opposite end of the spectrum at the RNC, listen to Frist's speech (which was just before prime time). The man was awful -- hawking Bush's health care plan (admittedly, a tough sell under any conditions) -- but the man sounded like a street vendor selling snake oil.
