And, on a sort of related point, there are about three companies that are big enough and varied enough such that our military can look to them for vast support services in times of war.
In ten-year stretches, those companies make overall proposals for labor rates, staffing, equipment availability promises, etc. At that time, a supplier is pre-selected.
Then, when something like Iraq arises, we don't have to do 18 months of proposals and bids and lawsuits over results.
Haliburton is probably THE most qualified of these huge firms, and got the selection nod this time (pre-Iraq-invasion.)
