I have seen serious questioning of the 7.5 million number, given that the central government and the UN can't operate in many of the provinces. As I understand it, they've delayed the parliamentary elections, which will have real choices, and are going forward with the presidential election, in which Karzai is really the only person running. This doesn't sound much like a democracy. It sounds like elections designed to give legitimacy to a U.S. installed strongman, except that he's not so strong. They used to hold elections in the USSR, you know.
