First wave of immigrants? Pilgrims didn't even have donkeys to ride, let alone donkeys to run away from.
Nope, they just kept building NYC and let it get bigger. No reason to form a new "government", 'cept to have new laws (e.g., no donkeys or subsidized or dense housing allowed).
Not to mention, the blacks wanted to move North long before NYC was filled up with Jews, Italians and Chinese. Strange how everybody wanted a big back yard as soon as they showed up though. Well, that and when the liberals and scared whites started concentrating the subsidized people near downtowns and paying them to sit on their asses (again, not talking about Balt's grandma) just so long as they didn't come out to the burbs.
eta: not that liberals and scared whites are necessarily mutually exclusive or anything.
