In Bush's next speech on his sincere desire to foster the shining light of democracy around the world (sorta, when we can) but especially in the Middle East, perhaps he can explain the administration's recent
plan to funnel money to fund the campaigns of the Iraqi candidates it favored.
The plan apparently got submarined by Congress, which was appalled at the thought that an occupying country who professes to encourage the populace to select their own leaders might influence the election by funding the campaigns of its preferred candidates.
Naturally, these leaders, if elected, would not be deemed "puppets."
