non sequitur. But that's only if you agree to contort it to make it literally true. For Cheney to have considered it responsive to the point HE was trying to make on national television, it would have to be untrue.
You're working pretty hard to make Cheney's best line of the evening a waste of everyone's time. The far more plausible explanation is that he meant what I'm saying he meant, and that he was WRONG. When you hear the thunder of hooves, think "horses," not "zebras." I've thought you were many things, but stupid was never one of them.
