I do know that you can register on voting day in Wisconsin, and it also seems reasonably obvious that since you're sending the ballots out to many different precincts, you're going to need to make sure that each has more than enough -- so some overage is surely necessary. It would seem prudent to me to plan for greater, not lesser, turnout this time than in the last two elections.
