Manny invented this. Well, I lie. He started doing it when he was in Cleveland, after Jim Thome invented it. They apply it to their helmets, and then if you notice, they touch the top of their helmets between pitches, when they do all their "adjusting", so they can apply more tar to their bats during an AB.
