Access factors into what they do, not just impact. Why do you think bombs go off on Israeli buses instead off at the parliment. Does NYC have a much higher chance of being hit than, say Ann Arbor? Of course- at least for the reason there are lots of Ann Arbors and one NYC. You have more to fear than me, I agree. But when you consul a client about the chance of losing a lawsuit, and say "30% chance you'll lose" you should remind them that a lose is a 100% lose. If they do hit Ann Arbor and I'm there- I die- so I'm afraid. Protection against terrorism was an issue for most Americans. In the end so few states switched from last time, terrorism probably had less to do with it than social issues.
Hell the Pentagon is in a red state.
Actually the better point would be to say all likely targets are in blue counties. Most big cities went for Kerry, I'm sure.
