There are tons of good starter knitting pattern books out there that make great gifts. There are also books about the zen of knitting that some people like (I don't, but some do). As for accessories, there is a hand balm called "Knitters little helper" that I use - it stops your hands from drying out while you knit. Knit Picks has it:

A knitting bag is always useful, to tote your yarn and stuff around. Also, there is a magazine called Interweave Knits that I get. It has good suggestions for beginners and more advanced. A subscription might be nice - I think it is Interweave Press - you can google it.
Also, yarn and needles for her next project would be a good gift.
