Kids who can't walk can't really get hurt in a crib, and 1/10 of a mile isn't very far.

They can probably walk at 1 1/2, but I agree with the sentiment here. The kids were probably in one of those portable playpen thingies and I don't think it constitutes neglect. They were checking on them regularly. How is it any different from putting them to bed upstairs and then going back downstairs to watch tv?
