If you don't get a clear dirty look, you can assume you have not been offensive in any way. Women who are offended have to exaggerate their reactions so that men (who usually like to think that all women are receptive to their clumsy advances) actually
get that what they are doing is unacceptable to them. The simple fact that you are so worried about what some woman you don't know thinks about you complimenting her hair, means that you are most likely incapable of offending someone. If someone is offended by a harmless comment like that, they are an eggshell feminist and should be ignored (and no longer complimented, unless you like that sorta thing).
