I agree it's not creepy, but I don't think it's the same as any other gift. I think the gift-giver might feel somewhat possessive over the boobs if he give them as a gift. Might complicate any pre-existing jealousy issues in a relationship.
When I was on one of my periodic "I must get fake tits" phases, a plastic surgeon I consulted with kept asking me about my relationship with my husband and who would be paying for them. When I finally asked him why he was asking me all these (I thought) irrelevant questions, he said that sometimes when husbands pay for them, they get all control-freaky about them, which can complicate a relationship.
