Strikes me as a strange way to fix education when there are massive numbers of school districts on the brink of applying for state bailout loans. It's window dressing, from where I'm sitting. But it will be a convenient way to knock the teacher's unions when they oppose it.
If pay were truly based on merit we'd be jacking teachers salaries UP, almost across the Board. Some of these people are doing yeoman's work in a time when the financial support is not there, at least in part due to the state raiding the K-12 cookie jar to balance its own budget and avoid raising income taxes back to Pete Wilson levels. I say some, not all, and I'm sure a lot of the folks who aren't pulling their weight are the tenured folks being paid the highest. But scapegoating only gets me so far when it comes to our budget problems. You may feel differently.

I expect him to work with the legislature because he was elected to be the executive in a republican (small r) form of government. Just because less than half of the state's voters voted for him in the recall does not mean he can ignore our elected representatives, no matter how stupid he, and you, think they are.
The "people" can be just as moronic, if not more so, than the pols. But the people don't get to negotiate a solution that works for all of them. They just vote up or down on a measure on the ballot that few of them (us) really take the time to understand.
I think AS's support is a mile wide, but not so deep. He didn't have a ton of opposition on his measures in the fall, it will be interesting to me to see what happens if he plays the ballot measure card again. Interesting, in the political sense; I will be annoyed at the continued use of blunt object policymaking.
