Saudi Arabia today is a militant islamic state internally but has come to terms with the idea that it cannot be imperialistic in its aims. So, in terms of how it treats it's citizens, I'm going to be hardpressed to find substantive differences of degree between Iran and Saudi Arabia.

I think SA is in most ways signficantly worse to its citizens, actually. But the Iranian form of islamic rule is actually based on serious islamic scholarship, whereas Wahibbism is basically a cult based on backwards, ossified tribal superstitions with an islamic overlay. (That's not necessarily relevant, but I think the fact that the Iranian mullahs actually do seriously think about stuff like what the Koran actually says & means results in rather more enlightened policies. Not that Iran will be challenging Hong Kong (or even Dubai) for Personal Freedom Capital of the Year or anything.)
