An old roommate would say this constantly!!! She spent every night on the phone telling the same story to 3 or 4 different people, punctuating every statement with "Know what I mean?". When she got off the phone she would proceed to tell me the same story like I hadn't already heard it 4 times. I used to throw her off when I would cut to the chase and ask a question that would jump to the end of the story. She thought I was psychic. Idiot.
A friend of mine also says this a lot, but since I only see her sporadically and usually with a crowd of people it's not as annoying.

I should have mentioned that I don't use the phrase in the annoying Boston manner. I have lost (most of) my annoying Northeast affectations in the last 15 years away from that part of the country. Wicked pissah, indeed. Now people tend to think that I'm from Canada. And we all know what a huge compliment that is.
