The true facts in the last three sentences don't necessarily make Singapore a functioning Western-style democracy.

Ask yourself, who is President/Prime Minister of Singapore now? how did they get there? Who was the prior office-holder? How long were they in office?

What are the rules of engagement for the operation of opposition parties in Singapore (i.e. have they ever been given a snowball's chance in hell)?

It was definitely a velvet-gloved authoritarian system for a long time. Not sure that's really changed.
