I doubt Rove "outed her" in the sense you mean. The standard tale seems to revolve around "he gave her name to the public in order to punish Wilson", when I suspect it's more like "he pointed out the connection in order to add one more important fact to the list of reasons why people shouldn't buy Wilson's shit." Should Wilson's entre into that project for specific anti-Bush purposes be off-limits because of the position she holds? That's what I mean about using it as a sword.
