Since driving is a priviledge (and not a right) why don't we require everyone that wants a driver license to show proof of medical insurance? This would encourage people to take public transit. If you make more than a $100,000 a year and you show up at the hospital without health insurance you are taken out back and shot.

Thoughts?
What if there isn't any public transportation (e.g. rural (and many suburban) areas)? Is the government charging for this insurance, or is it free?
