If the government pays for everyone there is no incentive to keep prices down. For everyone that has their health insurance premiums paid by the government won't care what price is paid for the premiums. You need a bunch of people shopping for the best health care plan they can get (the licensed driver). If the government is the only purchaser then they will start buying $5,000 wrenches and buy the health insurance plan from the company that donates the most to their campaign.
