Those who don't drive would be allowed to use a state-approved identification that could be purchased at one of the 56 motor vehicle safety licensing branches in the state. But those 56 branches serve all 159 counties in the state — meaning residents of many counties don't have an office nearby. Georgia residents who have been to a license branch in recent years know the long lines they have to endure to get served. Plus, the $10 charge for a state ID — waived only if a voter declares indigency — smacks of a back-door poll tax — an ugly remnant of discriminatory voting practices ruled unconstitutional decades ago.
