Nope. Worst decision in the city's history was Frank Jordan's decision to pose nude in the shower with two radio shock jocks.
Second place goes to any decision relating to Richard Hongisto, unless it was firing him.
In any event -- I didn't think that SF cancelled them. I did a little searching and all I saw was that the navy gave some non-substantive reasons for the Blue Angels not coming in 2004. Were they really cancelled by SF? Who? I couldn't imagine Newsom doing that, and if it was the Supes there would be some press about it but I'm not remembering or finding any.
According to the Navy website, however, the Blue Angels will be here this year. It's the one thing I miss about my last home -- I had an amazing view of them from my roof.
