If you wanted to protect the wetlands, you'd do as Clinton would to thousands of western farmers: tell them they can't develop the land. It would also end most US agricultural and industrial exports. With no city there to support the POSL, the fifth largest port in the world ceases to oerate, and the primary bulk transportation system for 2/3 of the country stops functioning.
