A President cannot send troops into an American city. It would be illegal. He can provide acess to Nat'l Guard to be UNDER THE CONTROL OF A GOVERNOR. Your bald statements of blame w/o some idea of what could have been done, are not really worthy of comment.
There are also reports that Bush asked La. to hand control over, but the request was denied. Because your side tries to blame everything on Bush, the responses that point to others as being the ones at fault are inevitable.
