I don' t recall precisely for previous disasters, but I believe this is a pretty typical staging of things: disaster, shock of world, offer of help by other nations, take care of immediate needs, acceptance of help.

WFT are you talking about? How about "Yes, please, could you send the generators/pumps/tents/medical supplies now?"
I realize he's a busy guy, but surely somebody down at the State Department could have stayed over the weekend and coordinated this.
The resources being offered, in particular the generators and the pumps, are what are necessary to provide for basic, immediate needs.
