No shit, that's the point. N.O. presents an extremely difficult situation and one which I doubt could have been properly prepared for. The only solution is evacuation, and many people actually chose not to evacuate. Did you not hear that several hours pre-landing, that there were tons of people that refused to leave the city and instead thought it a good idea to party it up in the quarter? Once the levees broke, the game was over. Compare that with Mississippi, which is much more similar to the situations we have dealth with many times before and which did survived the storm much better.
