Posse Comitatus act restricts something, and a blog I had read just before posting implied restricted sending troops to NO. It seems that among Penske's other extensive readings he has found this position unsound. So be it. In defense, I had recently seen the movie about a terror cell in New York, where Bruce Willis kept wanting to bring troops in, but couldn't.
As to the 67 Detroit riots, I was studying for the bar exam, and really didn't keep up with the details.
