Not having heard much that Nagin has said, I'm perfectly willing to believe that Nagin is spinning like a top. That wasn't qualified criticism -- I just don't know. But I do not live in Polarized World, and in my world it's possible that Nagin screwed up royally AND that the federal government screwed up as well.
