Problem is, for poor people, the government asserts a monopoly on the provision of education. The teachers unions see to it that the monopoly marginalises the poor. Uneducated underclasses makes it easier to keep those voters on the Dem plantation dependent on the socialistic nanny state programs the dems pimp as their saving grace.
