I can't imagine how long it would take to forcibly bus tens of thousands of hysterical people, who would probably want to bring everything and the kitchen sink with them, out of a city.

That's why you have a plan in advance and when the time comes you implement it..,......oh, wait...they did have a plan, it did call for using the buses, but Nagin failed to employ it and further, rather than just move the buses to higher ground for use later, if needed, he let them stay in the yards that ended up flooded. The type of logistics that were needed were of a kind we should expect our state and local government to have in place before a disaster and be able to act on them. No offence, but as you live in Chicago, you are well versed in not holding local government accountable for its criminal activity, which may explain your soft spot for Nagin et al.
