Its not. The dems and the MSM want blame Bush. Bush has already acknowledged unacceptable responses of the Feds. What I don't understand is why the Dems and the MSM don't want to hold the state or local governments responsible or if they acknowledge some responsibility they qualify it into de minimisness. I boil it down to one simple question that is at the root of the loss of life and yet no one will answer it. The question itself is serious and the fact that no dem will answer it or take a reasonable amount of responsibility is of serious consequence to our country. This is Clinton's legacy to the left, take no responsibility, ever, never.
