Its assumed the local/state govts are incompetent. The story here is that the Fed Govt is just as incompetent. I, for one, am shocked. This has rattled the very foundation of my faith in my country.
Luckily, the ever curious W will empanel a blue ribbon panel of the near dead (who wants to bet George Schultz is on it?) to get to the bottom of things.
