And my underlying point is the fuck-ups of rhe local and state govts are so eggregious that they set the Feds up for a situation where the intiial hours and days when the Feds had to come in were going to be disastrous no matter what. The local government created a situation where far too many people than shoiuld have been were trapped in the city, and then it herded them to places that were ill equipped to handle them and then everyone threw up their hands as anarchy was about to descend and said, "where are the Feds??!?!" My point is, even with a moderately incompetant local government the situation should never have reached the position to have the potential it did.
