I agree. The locals really shit the bed. They were the first line of help here, and they weren’t just bad... they weren’t even there. I see an equal apportionment of liability here - the state, fed and the people themselves each get 1/3 responsibility.*
But thats hardly revelatory - I think everyone agrees no one party is at fault for all of this mess. Like any disaster, there are a million variables that all hit at the wrong time.
Thats why I see no sense in laying blame. Better to do wwhat you're doing - sheltering a poor homeless kid.
* The infirm who couldn’t get out don’t bear any responsibility.
