I really haven't heard much out of the governor. I wouldn't assume that a state such as Louisiana would have a lot in the way of resources to tap into to help matters now, but maybe I'm wrong. I mean, California had to max out FEMA help after the Northridge earthquake and Louisiana is no California in terms of resources.

The mayor's actions before the hurricane hit were clearly lacking, but I'm not sure what he could be doing post-disaster to make things better. I think begging for state and federal aid is about all he has in his bag of tricks at this point. Maybe also begging police to return to duty.

I did not see the news conference, but I have always thought well of Chertoff, who seems to be at least as competent as most Latham & Watkins partners, a fairly competent bunch. But if the head of FEMA is an unqualified dope, and the #2 and #3 guys there are unqualified dopes, then there's not much Chertoff can do.
